Many who read reviews may be finding out if a film is worth the money to rent, or go to see it in the cinema and are relying on second opinion. However, a film critic may not necessarily be like a mainstream cinema goer, and will have higher expectations, affecting their review and different critics will have different ratings. So really, it is left to the audience to decide, as they are the consumer who are paying to watch the film and are the target audience for each film.
